KAAD Institute is an independent, non-partisan research, policy, and capacity-development institution based in Garowe, Puntland, Somalia. Since 2012, we have supported governments, development partners, civil society organisations, and private-sector actors across Somalia and the Horn of Africa.

Our work rests on a simple conviction: sustainable reform depends not only on sound policy but also on the institutional systems and capabilities needed to deliver it. Many organisations produce recommendations and move on. KAAD Institute stays engaged in the harder work of delivery — working across the entire reform cycle on a single platform, from diagnostics and policy design through implementation support to institutional strengthening.

Our Story

Built through a decade of engagement in Somalia’s reconstruction

Established in Garowe in 2012, the Institute initially provided research and advisory support to public institutions rebuilding after protracted conflict. As demand grew for support that went beyond analysis to delivery, the Institute developed the integrated research-to-implementation approach that defines its work today.

The Institute now operates as the knowledge and policy arm of KAAD Group, working alongside its sister organisation, KAAD Consult LLC, which provides technical and implementation services. Together they offer clients a unified engagement structure spanning evidence, policy, delivery, and capability development.

KAAD Institute works through flexible engagement modalities matched to client needs — from commissioned research and assessments to technical advisory, embedded support, programme design, institutional reviews, and structured training programmes.

Every engagement is designed with the client institution, draws on local knowledge and networks, and is delivered with a commitment to transfer capability rather than create dependence. When assignments require both institutional advisory and technical delivery, KAAD Institute works alongside KAAD Consult LLC within a unified KAAD Group engagement structure. This pairing of a knowledge institute with a delivery consultancy reflects the model leading international policy institutes have increasingly adopted — allowing clients to move from analysis to implementation without changing partners.

Independence & Evidence Integrity

KAAD Institute is independent, non-partisan, and apolitical. We serve institutions across political administrations and have no affiliation with any political party, movement, or interest group. Our analysis and advice are evidence-based — not driven by commercial or political interests. The Institute’s research function operates with editorial autonomy within the KAAD Group structure; where the Group holds delivery interests in a sector under study, this is disclosed to clients and partners. Our credibility rests on the reliability of our analysis, and we protect it accordingly.

Leadership & People

Led by experience. Grounded in Somalia.

KAAD Institute is led by its Director, Dr Abdirahman Jama Kulmiye — a scientist and former State Minister for Fisheries in Puntland, with decades of research, advisory, and public-service experience in Somalia and internationally.

The Institute draws on a multidisciplinary team of researchers, policy specialists, and technical associates, combining international training with a deep grounding in Somali institutions, languages, and communities.
